High-Level Mexico-Guatemala Security Group (GANSEG)
Consists of the Ministries of Interior of each of these countries supported by national strategic analysis agencies. They meet sporadically with the objective is to improve the sharing of information and the coordination of joint-security initiatives.
Belize – Guatemala: Link up patrols
Link-up patrols are held on a weekly basis. The BDF and the Guatemalan Army patrol their respective side of the border before meeting at a designated location. The aim is to exchange information and increase trust. Patrols are planned at quarterly meetings between command levels.
Bi-national Police - Guatemala and El Salvador
First activated in 2005, the instance of cooperation between the PNC of each of these countries was re-activated in 2012 through Plan Binacional 2012. It operates with 32 police officers and its aim is to increase security on border roads between the capitals of these two countries.
Panama/Colombia Bi-national Border Commission - COMBIFRON
3 meetings are held per year between officials from Panama and Colombia to coordinate border security strategies. Security forces from each country (SENAN and SENAFRONT from Panama) also hold simultaneous (although not joint) operations in the same zone from each side of the border. The aim is to recover territory, capture criminals and confiscate and destroy drugs and contraband.
Nicaragua and Honduras: Joint border actions
In 2014, the Police of Nicaragua and Honduras agreed to develop joint actions to combat trafficking in drugs, arms and persons on their common border, in addition to the activity of the Maras (gangs).
Bi-national Border Security Commission - Costa Rica-Panama
Through the Security Commission authorities from both countries work together in order to strengthen security along their shared border, including combatting drug trafficking, organised crime and the trafficking in persons. Ministries of Public Security, Interior and Police meet annually to coordinate strategic, operational and tactical issues.
Permanent Bi-national Commission on Border Development Cooperation – Costa Rica-Panama
Covering the provinces of Limon and Puntarenas (Costa Rica) and Bocas del Toro and Chiriqui (Panama), representatives from a diverse range of sectors, including health, social development, infrastructure, migration etc. meet to further cooperation and to further the joint execution of programs and projects aimed at increasing development in these border areas.
Bilateral and multilateral cooperation mechanisms are essential to combatting the drivers and manifestations of insecurity in the region by allowing for an improved coordination of actions and resources. Here we provide some examples of such bilateral cooperation mechanisms in the region within one of the key themes to be addressed: security and control over borders and border regions.
