RESDAL was part of
an international team that carried out gender training for Uruguayan police
personnel
The training took
place at the Spanish Cooperation Training Center in Montevideo from June 5 to
7, with the active participation of 19 women and 10 men Uruguayan police
personnel working in different operational areas.
The high-level
teaching team was made up of international experts from DCAF and affiliated
consultants, representatives of the Spanish National Police and RESDAL
International.
The first lecture
was given by Dr. Nathalie Gendre, together with Mia Shöb from DCAF (the Geneva
Center for Security Sector Governance) and dealt with the topic of career of
privilege, gender and intersectional perspectives.
Then, Mag. Rosario
Rodríguez from RESDAL spoke about gender and the different needs in the field
of security to incorporate this issue. María Camila Romero from Colombia, spoke
about gender roles and stereotypes.
Ana Cambó,
Commissioner of the Spanish National Police, presented the Spanish model and
its good practices in gender and human rights; Inspector Tomás Santamaría
presented cases of organized crime, gender and human trafficking in a virtual
format; and psychologist Noelia Revuelta worked on police investigation in the
field of gender, domestic and sexual violence.
Throughout the
training, group dynamics guided by the teaching team were developed, including
discussion groups, plenary presentations, case analysis and learning journals.
The official
opening table was in charge of the National Director of Gender Policies,
Commissioner General Angelina Ferreira; the Minister Counselor of the Embassy
of Spain, Mr. Carlos Domínguez and the Deputy Director of the Gender and
Security Division of DCAF, Dr. Nathalie Gendre.
Training
Objective
In particular, the
learning objective of this training was to explain how gender roles and
stereotypes can affect criminal investigations. To give examples on how the
different security needs have to do with the protection of the population, as
well as to learn how to apply gender analysis tools in a specific scenario such
as working in the field in criminal situations.
In addition,
participants from the different operative units of the Ministry of the Interior
will be able to replicate the knowledge acquired in their areas of work. The
aim is that with this training the Ministry of the Interior of Uruguay can
include the gender perspective and thus enhance the daily work with greater
effectiveness and efficiency in investigation and organized crime.
Staff from
different areas of the Ministry of the Interior participated in the course,
including: General Directorate for the Repression of Illicit Drug Trafficking,
General Directorate of Information and Intelligence, General Directorate for
the Fight against Organized Crime and INTERPOL, Directorates of Investigations
of the metropolitan area, Police Stations of the Ministry of the
Interior: General Directorate for the Repression of Illicit Drug
Trafficking, General Directorate of Information and Intelligence, General
Directorate for the Fight against Organized Crime and INTERPOL, Directorates of
Investigations of the metropolitan area, Specialized Police Stations for Domestic
and Gender Violence of the Police Headquarters of Canelones and the National
Directorate of Gender Policies.
Framework
This training is
carried out within the framework of the international cooperation work of the
Ministry of the Interior of Uruguay, where it works with different institutions
and organizations such as DCAF, the Spanish Cooperation and RESDAL
International to strengthen public security policy on domestic and gender
violence, in order to mitigate inequalities and continue building equality.
