Title: United States. National War College. Course 3, Syllabus - Topic 15: Visit to Legislative and Judicial Branches
TOPIC 15: VISIT TO LEGISLATIVE AND JUDICIAL BRANCHES
Students will meet with congressional staff to discuss aspects of Congress' role in national security. Areas of specific inquiry should pertain to the authorization and appropriation cycles, the confirmation process, and aspects of the oversight role. Students should ascertain the attitude of Congress toward the Executive Branch and the congressional perception of its role in the national security process, specifically in matters dealing with the power of the purse and the use of force. Ambiguities in the relationship such as the War Powers Resolution or the Intelligence Oversight Act should be discussed as well as any other strengths or weaknesses.
At the Supreme Court, inquiry should be directed toward the judicial perception of the Executive Branch and the relationship between the Judiciary and the Executive in matters of national security.
Specific areas of inquiry will be discussed during the seminar on November 30 and reviewed on December 9.
