DEMOCRACY PROGRAMME: THE CIVIL CONTROL OF THE MILITARY AND OFFICERS IN DEMOCRATIC SOCIETIES - INTRODUCTION

The authors worked out the Project in 1995 and 1996 using knowledge from preparation and implementation of the Phare Project, titled "SOLDIER - CITIZEN IN UNIFORM".
Applicant: ASSOCIATION OF COMMISSIONED AND WARRANT OFFICERS OF THE ARMY OF THE CZECH REPUBLIC (ACRONYM: SDP ACR)
The Association of Commissioned and Warrant Officers of ACR (acronym: SDP ACR) is the nation-wide interest organization, which associates active soldiers, reservists, retired ones, and their family dependants. The Association is the successor of the Association of Officers and Warrant Officers of the Czechoslovak Republic, which was active in pre-war Czechoslovakia. After the World War II, activities of the Association were restored but in 1949 were forcibly stopped. In 1968, an attempt to restore activities was made again but the Association was incapacitated by the August occupation of Czechoslovakia. At present time, SDP ACR is the active member of the working union of military associations from countries of the Central Europe - the Gaming Initiative.

The objective of the Project is to contribute to making the military and civilian public familiar with goals, tasks and means of the civil control of the military. The civil control of the military is the key process, through which it is possible to affect significantly the transformation of armies of former socialist countries of the Central and Eastern Europe, and the process of their democratization. This issue becomes topical in the era of approaching these countries to NATO.

MAIN AREAS OF THE PROJECT IMPLEMENTATION
- Training officers in concrete public relations activities - P. R. - which in this sense represent one of the major means the civil control of the military is implemented through.
- Making the non-governmental organizations, which are engaged in the military issues, familiar with themes of the civil control and possibilities of cooperation in this process at the level of non-governmental organizations of the Central and Eastern Europe.
- Establishing a documentary, study and a consultation centre for studies of integration of the military into life of democratic society, for studies of the civil control process, and a mission of officers in its implementation.
PRE-PLANNED ACTIVITIES
Red programme
a) WORKSHOPS - preparation and implementation
- The civil control in democratic society - status and ways of development.
- Issues of inter-communication among non-governmental organizations and the military in the process of the civil control. A mission of reserve officers in this process.
- Non-governmental organizations and their mission in keeping the public informed about issues of the civil control of the military.
b) EDUCATIONAL PROGRAMMES
- Mission of the media in the civil control of the military, possibilities of cooperation of the media and non-governmental organizations in this process.
- Cooperation of non-governmental organizations, which associate the military service members with the major groups of the social environment of the military.
Blue Programme
a) INTERNATIONAL SEMINAR
"PROFESSIONAL, SOCIAL AND A MORAL PROFILE OF AN OFFICER AS A CITIZEN IN UNIFORM, HIS POSITION IN PROCESS OF THE CIVIL CONTROL OF THE MILITARY - STATUS, NEEDS AND PERSPECTIVES."
b) Study stays dedicated to major areas of the Project in the Federal Republic of Germany and the Czech Republic.
White programme
Establishing a documentary, study and a consultation centre for studies of integration of the military into life of democratic society. Focus of the centre:
* monitoring the situation in the field in question in the countries the Project is being implemented
* providing inter-exchange of information and knowledge
* forming up a database and its exploitation
* publishing study materials for the seminar and workshops
* developing professional papers and analyses
* publishing of a study aid for officers, titled "Communication with the Public".
